  • You are unable to complete an application with the online only version.
  • You would prefer to complete your application in person at the county office.

  1. You are unable or do not wish to complete your application in person at the Utah County office.
  2. You are able to pay your fee using a credit card or debit card.
  3. You have an unexpired, government issued, photo ID. Temporary ID's will not work.
    This must be a state issued ID card, Driver's License, Passport, or Military ID. We can also validate Driver's Licenses or Passports from most countries outside the United States. Any other form of government ID must be issued by a U.S. state or the U.S. federal government.

About the application:

  • You can not save your progress and complete the application later. Once started, it must be completed. Information from incomplete applications are purged from the system.
About the ID Verification:
  • The process will require you to take a picture of your ID (usually both front and back depending on the ID) and a selfie for both applicants.
  • The picture of your ID should fill the screen of your phone without cutting off any of the edges of the ID.
  • Your selfie must show your whole head/face and up to four inches of your shoulders. Similar to a passport photo. A neutral background behind you is best, but not required.

  • Be sure your selfie matches your ID Photo. Do not wear anything on your head or face, like glasses or a hat, unless you are wearing it in your ID photo.
  • If your ID is worn or significantly discolored, it can increase the likelihood of a ID verification fail.

About ID verification using a desktop or laptop computer:
  • The process will require you to upload a scan/picture file of your ID (usually both front and back depending on the ID), and a selfie of both applicants.
  • Web cameras included with most laptops typically will not capture an image of your ID or your selfie with a high enough quality to allow for a successful ID verification. Scans/pictures created from scanners, digital cameras, or mobile phones will work best.
  • All scans/pictures uploaded for your ID verification must be in a jpg or jpeg format with at least 300 dpi resolution. All other formats will cause an ID verification fail.
About doing the ID verification:
  • Before starting your application, take pictures/scans of your photo ID's and selfies for each applicant using these guidelines. Place the picture files in an easy to find location on your computer.
  • Card type ID's will require you to scan the front and backs of the cards. You will need a picture file for the front of the ID, and a separate picture file for the back of the ID. Each scan/picture must be cropped so the ID fills the picture frame edge to edge without cutting off any the ID itself.
  • If using a passport book, you will only need a scan of the page that includes the passport picture and your information. The scan/picture should be cropped so the edges of the passport page are not cutoff in any way.
